ARM: dts: msm: enable correct power sequence of smmu and mdss GDSCs
This change enables the recommended sequence where the
smmu GDSC is turned off after the mdss GDSC; and for
the power on sequence the smmu GDSC is enabled before
the mdss GDSC.
