Every time _cpu_up() is called for a CPU, idle_thread_get() is called
which then re-initializes a CPU's idle thread that was already
previously created and cached in a global variable in
smpboot.c. idle_thread_get() calls init_idle() which then calls
__sched_fork(). __sched_fork() is where cpufreq_task_times_init() is,
and cpufreq_task_times_init() allocates memory for the task struct's
time_in_state array.
Since idle_thread_get() reuses a task struct instance that was already
previously created, this means that every time it calls init_idle(),
cpufreq_task_times_init() allocates this array again and overwrites
the existing allocation that the idle thread already had.
This causes memory to be leaked every time a CPU is onlined. In order
to fix this, move allocation of time_in_state into _do_fork to avoid
allocating it at all for idle threads. The cpufreq times interface is
intended to be used for tracking userspace tasks, so we can safely
remove it from the kernel's idle threads without killing any
functionality.
But that's not all!
Task structs can be freed outside of release_task(), which creates
another memory leak because a task struct can be freed without having
its cpufreq times allocation freed. To fix this, free the cpufreq
times allocation at the same time that task struct allocations are
freed, in free_task().
Since free_task() can also be called in error paths of copy_process()
after dup_task_struct(), set time_in_state to NULL immediately after
calling dup_task_struct() to avoid possible double free.

If the policy limits are updated via cpufreq_update_policy() and
subsequently via sysfs, the limits stored in user_policy may be
set incorrectly.
For example, if both min and max are set via sysfs to the maximum
available frequency, user_policy.min and user_policy.max will also
be the maximum. If a policy notifier triggered by
cpufreq_update_policy() lowers both the min and the max at this
point, that change is not reflected by the user_policy limits, so
if the max is updated again via sysfs to the same lower value,
then user_policy.max will be lower than user_policy.min which
shouldn't happen. In particular, if one of the policy CPUs is
then taken offline and back online, cpufreq_set_policy() will
fail for it due to a failing limits check.
To prevent that from happening, initialize the min and max fields
of the new_policy object to the ones stored in user_policy that
were previously set via sysfs.

When multiple CPUs are related in one cpufreq policy, the first online
CPU will be chosen by default to handle cpufreq operations. Let's take
cpu0 and cpu1 as an example.
When cpu0 is offline, policy->cpu will be shifted to cpu1. cpu1's perf
capabilities should be initialized. Otherwise, perf capabilities are 0s
and speed change can not take effect.
This patch copies perf capabilities of the first online CPU to other
shared CPUs when policy shared type is CPUFREQ_SHARED_TYPE_ANY.

If the processor supports HWP, enable it by default without checking
for the cpu model. This will allow to enable HWP in all supported
processors without driver change.

Long ago, only in the lab, there was OPALv1 and OPALv2. Now there is
just OPALv3, with nobody ever expecting anything on pre-OPALv3 to
be cared about or supported by mainline kernels.
So, let's remove FW_FEATURE_OPALv3 and instead use FW_FEATURE_OPAL
exclusively.

The header of /proc/uid_time_in_state should match the logic used for
the rest of the file by skipping invalid frequency table entries.
Test: Read /proc/uid_time_in_state and check for invalid frequencies
in header.

The target() callback must run on the affected cpu. This is achieved by
temporarily setting the affinity of the calling thread to the requested CPU
and reset it to the original affinity afterwards.
That's racy vs. concurrent affinity settings for that thread resulting in
code executing on the wrong CPU.
Replace it by work_on_cpu(). All call pathes which invoke the callbacks are
already protected against CPU hotplug.

It is possible to remove a cpufreq governor module after
cpufreq_parse_governor() has returned success in
store_scaling_governor() and before cpufreq_set_policy()
acquires a reference to it, because the governor list is
not protected during that period and nothing prevents the
governor from being unregistered then.
Prevent that from happening by acquiring an extra reference
to the governor module temporarily in cpufreq_parse_governor(),
under cpufreq_governor_mutex, and dropping it in
store_scaling_governor(), when cpufreq_set_policy() returns.
Note that the second cpufreq_parse_governor() call site is fine,
because it only cares about the policy member of new_policy.

__krealloc may return the same pointer that's passed in if the
original allocation provided enough memory to accommodate the new
request. In this case the "old" uid_entry should not be freed or
replaced in uid_hash_table, so add a check to avoid doing so.

commit a307a1e6bc0d "cpufreq: s3c: use cpufreq_generic_init()"
accidentally broke cpufreq on s3c2410 and s3c2412.
These two platforms don't have a CPU frequency table and used to skip
calling cpufreq_table_validate_and_show() for them. But with the
above commit, we started calling it unconditionally and that will
eventually fail as the frequency table pointer is NULL.
Fix this by calling cpufreq_table_validate_and_show() conditionally
again.

The MIPS loongson cpufreq drivers don't build unless configured for the
correct machine type, due to dependency on machine specific architecture
headers and symbols in machine specific platform code.
More specifically loongson1-cpufreq.c uses RST_CPU_EN and RST_CPU,
neither of which is defined in asm/mach-loongson32/regs-clk.h unless
CONFIG_LOONGSON1_LS1B=y, and loongson2_cpufreq.c references
loongson2_clockmod_table[], which is only defined in
arch/mips/loongson64/lemote-2f/clock.c, i.e. when
CONFIG_LEMOTE_MACH2F=y.
Add these dependencies to Kconfig to avoid randconfig / allyesconfig
build failures (e.g. when based on BMIPS which also has a cpufreq
driver).

If the cpufreq_register_governor fails, resources for thread
speedchange_task should be released.
currently, concerned resources are released in module_exit,
but if module loading fails, exit will not be called
and resources will remain acquired. this may leave kernel
in an unstable state.

In cpufreq_governor_interactive, driver throws warning with WARN_ON
for !tunables and event != CPUFREQ_GOV_POLICY_INIT.
In case when tunables is NULL for event other than
CPUFREQ_GOV_POLICY_INIT, kernel will crash as there is no safe check
available before accessing tunables. So to handle such case and avoid
the kernel crash, return -EINVAL if WARN_ON returns TRUE.

schedfreq used transition_latency as the default value for
rate-limiting upward frequency transitions. schedutil instead uses a
separate transition_delay_us field - if this is not set, it
uses transition_latency * 1000, which is not sensible.
The reason for the two separate values (transition_delay and
transition_latency) is that they represent different quantities:
"latency" reports how long it takes to execute a frequency
transition. "delay" is a tunable whose ideal value is one that best
balances the power cost of making a frequency transition with the
benefit of more often selecting the correct frequency. "latency" is
probably a lower bound on "delay".
AFAIK we don't currently have a way to directly express the desired
transition_delay_us field in the device tree, so for now let's just
set it to the same as transition_latency, so we get similar
default behaviour for schedutil as we got for schedfreq.
This doesn't make any difference if userspace is setting the cpufreq
tunables itself, it is just making the defaults saner.

If policy max is set to less than or equal to hispeed_freq, governor can
get stuck in hysteresis mode as long as cpufreq_interactive_timer keeps
coming with in hysteresis period (max_freq_hysteresis). This is because
governor updates hysteresis start time (max_freq_hyst_start_time)
everytime new frequency is greater than or equal to policy max and
jump_to_max_no_ts flag is false. Irrespective of load new frequency in
this case will always end up at least at hispeed_freq due to hysteresis.
As policy max is set to less than or equal to hispeed_freq, this will
result in updating max_freq_hyst_start_time if jump_to_max_no_ts is
false. This will end up restarting hysteresis period. This mode will
break only if timer gets delivered after hysteresis period. Otherwise it
keeps extending.
To come out of this, don't update max_freq_hyst_start_time if new
frequency is bumped up to hispeed_freq due to hysteresis even though the
required frequency as per load is less than policy max and hispeed_freq.
